Case law on Extended Curriculum

I have a post 16 Tribunal where a joint recommendation report is stating that the student needs a 24 hour waking day curriculum "in order to develop her social skills and independent living skills...critical to independent/semi-independent living" Parents are seeking residential placement. We don't agree, she's flying at her mainstream college! I have made notes from a case that I found but I can't find the name or citation. Can anyone help? The content reads: "The legal test we need to apply when deciding whether a young person requires a residential placement for educational reasons is a high one. The evidence needs to confirm that what is required in order for them to learn new skills and to be able to generalise their learning are programmes of education delivered outside the ordinary school day by educational professionals...It needs to be established that a consistency of approach adopted across the different settings a young person experiences in college and home is not enough for them to learn...Her report does not consider alternative means of him being supported to learn life skills, feel less isolated, having access to the local community or transition into independent living..." I've been searching for hours and I can't find it. It sums up my submissions. Can anyone help please? Thank you so much
