Duty to share EHCP

EHCNA Request. Divorced parents, both with Parental responsibility. Child lives with father, no contact with Mother, but we have her contact details. Initially conflicted as to whether to advise Mother about the EHCNA, but the legislation references “parent” being consulted as part of the EHCNA process. As mum is a parent for the purposes of education legislation (section 576 Education Act 1996) being the natural parent of the child, she has a right to be involved. Mother was therefore contacted and Father forewarned. Mother made no contact with anyone and has stayed silent. A Plan is now being issued and Father has obtained a Non-Molestation Order against Mother. I have not seen the terms of the Order, so do not know the specifics, but in theory should I still send the Final EHCP to Mother. On one hand she has PR, but on the other there may be sensitive information/Drs names, address etc that could pose a safeguarding concern.... I cannot find anything to directly help me within the legislation, Code or Regs... I know that school send her nothing. Thank you
