Parental preference when parents are in dispute
I've not come across this before, but two parents with PR (Mum primary carer Monday to Friday, child resident at Dad's weekends) disagree over placement in EHCP. One wants specialist INMS in county, another wants maintained special in a neighbouring county (reside on the border). In most education dispute matters, both parents can be heard and priority weighted for primary carer. Here, there's no agreement between parents on even a type of school, so we can't agree to name [a type] and move to Family Court. The legislation and guidance appear to have an expectation parents themselves would be in agreement over a school or type to be named in Part I.
